HDC is unwise to rely on the 2013 ELS as its employment needs evidence base, to do so would be at odds with NPPF requirement for a proportionate, up to date evidence base that reflects a clear understanding of business needs. We strongly advise that the evidence be updated - and that the update take full account of the SDS.

The L&L HMA ELS does not provide an up to date, robust assessment of the districts employment land needs and cannot be used, alongside the L&LSDSS, to provide a complete, robust or reliable picture of Harborough's future needs for office, industrial and distribution space. The consequence of these shortcomings is at best a substantial underestimate by the 2013 ELS of the logistics sector's forecast land needs over the 2026 and 2031 periods, even at county level.

Figure 20 in Section 9 suggests that there is an oversupply of B1 a) offices and B1 b) research and development in Harborough District. This should not prevent new B1 developments coming forward where the proposals represent sustainable development.
LCC supports additional employment growth, including B1 uses in Lutterworth. With its position between the M1 and A5 transport corridors, Lutterworth is situated in the South West Leicestershire Priority Growth Area as defined in the Leicester Leicestershire Strategic Economic Plan 2014 to 2020.

OBJECT Mr David Burton

Summary:

The "new evidence" that that come to light in the past 3 years relating to the apparent need for more distribution storage space is so out of line with the previous evidence that it surely throws considerable doubt on its validity. Predictions of this type must be very difficult to make for a cyclical industry in a changing economic environment, noting that office space is now grossly over-supplied. There are many areas in the country blighted by over-zealous speculative developments. Even if more space is required later it should be spread around the district, not concentrated.
