The town centres sites identified within the Plan are all situated within the historic settlement cores of Market Harborough or Lutterworth. Development of these sites will need to give particular regard to the impact of development proposals upon the historic environment and buried archaeological remains in order to demonstrate their sustainability and offer appropriate mitigation to their archaeological impacts.

Summary:

The proposed retail allocation in Lutterworth, in particular for "comparison retail" is not comparable to Market Harborough according to growth expectations.
Also, retail allocation should be dependent on housing allocation as a Lutterworth SDA, if approved should be coupled with a commensurate retail investment in the town - far more than is being suggested in this consultation.
If over 2,000 houses were built to the east of Lutterworth, this would increase the town's population by about 50% to around 15,000 people - or about 65% of Market Harborough's population of 23,000..

Summary:

The locational site selection for further retail requirements should await, and then reflect, the outcome of the decision on scale and location of new homes and jobs.

Notwithstanding this, the changing nature of retail markets suggests caution. It is imperative that existing town centres are given a framework where they can continue to prosper and perform as social , cultural and economic hubs. The retention/provision of car parking and accommodating retail requirements close to/within town centres is key to maintaining vitality.

The proposals to change The Commons and Springfield Street / Sainsbury's car parks in Market Harborough to retail development would spoil the town centre and add significantly to traffic congestion. The town centre is a vibrant street level community (as in The Square and St Mary's Place) - multi level shopping and car parking are simply not appropriate, and at odds with the adjacent Conservation Area..
